China’s Urban Service Economical Index and Public Service Index Issued

Recently, after working out “China’s urban service economical index” for three years, China Service Economy and Management Research Center of Shanghai Jiao Tong University has launched “China’s urban public service index”, and has made important adjustment in the index system of “China’s urban service economical index”.

This year, based on the index preparation of the previous two years, China’s urban service economical index has made adjustment and extension in the index system, and the previous four types of index have been increased into five types with a slight adjustment to the previous index. From the setup of the new index system and the listing, we can see that a good market environment and the change in government behavior are the important factors in the healthy development of service industry. The sound legal norm, liberal market access system, and the perfect service standards and monitoring system not only maintain the good order of service market and the interests of consumers and providers, but also effectively curb the market infringement acts, encourage and support the development and expansion of good-quality service enterprises.

Through the preparation of urban service economical index in recent years, the researchers have also put forward some suggestions: first, we should fully understand the strategic position of the service economy; second, we should promote the modernization and internationalization of the service industry in the process of industrialization and urbanization, expand the service development room through service supply innovation and the relevant institutional innovation and establish the social service system to comprehensively improve the residents’ quality of life and economic efficiency; third, in order to promote the development of service economy, we should adopt the policy to promote traditional service industry, expand modern service, and develop consumer services and producer service simultaneously; fourthly, we should accelerate the interaction and integration of the manufacture and productive service to improve the correlation of the industrial chain.

After the efficiency-oriented reform and opening-up policy over the three decades, China has made remarkable achievements in economic development. However, the rapid economic growth has not brought the corresponding general increase in national welfare. The unequally enjoyed public service by each individual between urban and rural areas, between regions and classes is particularly prominent, which has greatly affected the progress of China’s scientific development and the building of the harmonious society. Therefore, it is particularly important to adopt a rational evaluation system to show the level of public service among regions. Therefore, China’s Service Economy and Management Research Center has launched “China’s Urban Public Service Index”to meet this need. Meanwhile, this index is different from other domestic public service evaluation studies in that the “China’s urban public service index”is calculated according to the output approach and the expenditure approach, and made analysis and comparison between the public service of 35 cities from the output and expenditure. By compiling “China’s urban public service index”, the researchers think, at the operational level, to gradually realize the basic public service and equalization of public service, it is a crucial link to promote the urban (local) governments’cognitive ability and implementation ability to provide public service. Meanwhile, they hope the preparation and announce of the index can further enhance the deepening awareness of the local government in equalization of public service and strive to achieve this goal in every specific work.
