Seminar on the USA-China-Russia Trilateral Relationship Was Held in SJTU
The “Seminar on the USA-China-Russia Trilateral Relationship”, a high-level international academic conference sponsored by ChinaInternational Institute for Strategic Society and co-organized by Shanghai Jiao Tong University School of International and Public Affairs, took place at Bao Zhaolong Library at SJTU Xuhui Campus on March 30, 2010. Officials, former ambassadors, famous scholars, and strategic experts from the three nations attended the seminar. President of China International Institute for Strategic Society, former Deputy Chief of the General Staff of PLA, honorary dean of Shanghai Jiao Tong University School of International and Public Affairs General Xiong Guangkai presided at the meeting. President of Shanghai Jiao Tong University Academician Zhang Jie made the speech of welcome at the opening ceremony.
Since the international financial crisis the world pattern has been changing tremendously, raising the need for multilateral cooperation among great powers. Such being the background, the seminar focused on three topics, namely “the status quo of the USA-China-Russia trilateral relationship”, “the future of the trilateral relationship”, and “how to promote the trilateral relationship”, chaired separately by the former US ambassador to China Dr. J. Stapleton Roy, President of Russian Council on Foreign Affairs and National Defense Policy Dr. Sergey Karaganov, and General Xiong Guangkai. Some celebrated specialists and scholars delivered keynote speeches, including former Chinese ambassador to US Li Daoyu, former Chinese ambassador to Russia Li Fenglin, former Russian ambassador to China Igor Rogachev, former US Assistant Secretary of Defense C. W. Freeman, Jr., and Dean of Shanghai Institutes for International Studies Yang Jiemian, etc. Professors Wang Shaopu, Ma Fengshu, and Ji Guoxing from Shanghai Jiao Tong University School of International and Public Affairs attended the seminar.
It was the third time that the seminar on the USA-China-Russia trilateral relationship had been held at SJTU. General Xiong Guangkai, Ambassador J. Stapleton Roy, and President Sergey Karaganov had put forward a new conception of the “USA-China-Russia trilateral relationship” at the seminar last year, suggesting the trend of the relationship among the three nations shifting from the power and political based “triangle relationship” to the cooperation and win-win based “trilateral relationship”, which was reported by the “Wen Hui Daily” and “Liberation Daily”. This year the seminar went a step further by discussing the topics on the status quo and future of the trilateral relationship and giving advices on its promotion. It was agreed that the benign relationship among the three nations is crucial to the stability and prosperity of international politics and economy in the new era, and there is large room for cooperation of the three nations in such areas as regional security. It is beneficial to both the long term interests of the three nations and a more harmonious international order to raise the new conception of “trilateral relationship”, carry out cooperation among the three nations at multiple levels, and promote benign interactions. The specialists went on to put forward another new conception of “D3” (trilateral dialog) distinguishing from “G2” (the Group of Two) at the seminar this year after the “trilateral relationship” that distinguished from “triangle relationship” last year, and agreed to make profound discussion with “D3” at the fourth academic seminar next year.
On behalf of the Chairperson of SJTU Council Prof. Ma Dexiu, Vice President of SJTU Prof. Zheng Chengliang feasted the participants at noon. In the evening, Chairman of Shanghai City's Political Consultative Conference Feng Guoqin dined General Xiong Guangkai, Dean of SJTU School of International and Public Affairs Prof. Huwei,and other honored guests at the banquet hall, Hengshan Hotel.
